But the wide-ranging proposal by Sen. Arthur Orr introduced Tuesday would create a new committee, give more chamber oversight to the Senate President Pro Tempore — and less to the lieutenant governor, the presiding officer in the Senate — and make one of the minority party’s tools to delay bills more difficult.
